France is considering the compulsory "chemical castration" of sexual criminals after a woman jogger was murdered in a forest south of Paris by a convicted rapist.

The "voluntary" use of drugs to destroy or limit the libido is already available to male sex offenders in France. The Prime Minister, Francois Fillon, has now announced that he will consider ways of making the law "more obligatory".
An anguished debate about chemical castration has been raging since the murder of Marie-Christine Hodeau, 42, who was kidnapped while jogging near the forest of Fontainebleau, 30 miles south of Paris, last week.
After she was bundled into a car boot, Ms Hodeau called police on her mobile phone and gave them the make and registration of her attacker's vehicle. Her presence of mind failed to save her life but led to her killer's rapid arrest and confession...
Manuel da Cruz, 47, had already been sentenced to 11 years in prison for the kidnap and rape of a 13-year-old girl in 2002. He was released in March 2007 and went back to live in the same village as his young victim.

The case has generated an outcry against the French judicial system and pressure for the hardening of a law introduced in 2005 which allows sexual offenders to volunteer for so-called "chemical castration" - the use of anti-hormone treatment to reduce or destroy the sexual appetite.
Politicians within President Nicolas Sarkozy's centre-right party said that it was time for France to move towards the compulsory form of chemical castration, which already exists in Germany, Belgium and Denmark [and Poland]. They were supported by some politicians on the left, including the Socialist former presidential candidate, Segolene Royal. "Everything which goes in the direction of preventing sexual predators from attacking again must be tried," she said.
Other political figures on both right and left appealed for calm and warned that legislation "driven by headlines" was almost always ill-considered. Benoit Hamon, the spokesman for the Socialists, the main opposition party, said that enforced chemical castration was a "deplorable" and "indecent" idea and probably contrary to international law.
On Thursday, the justice minister, Michele Alliot-Marie, said that she would propose a draft law by the end of this month to toughen the existing legislation. She said, however, that chemical castration would remain "voluntary".
[Prime Minister] Fillon has now gone a step further. "We are not ruling out any possibility on any subject," he said. New legislation would be brought forward make chemical castration "more obligatory".
Proponents of chemical castration say that, unlike physical castration, it is reversible and should not be considered a "cruel or unusual" punishment. Hormone-blocking chemicals are used to diminish, or switch off, the libido but the effects last only as long as the treatment.

I suppose I should be thankful that at the time of this interview, I, as a babe in arms and my mother, at 20, were respectively too young and too old to appeal to the likes of Roman Polanski.
Not that he was kicking around the ol' motherland much those days. He was apparently too busy #*/% little girls in what he called the very "grown up" city of Paris (and yes, the discrepancy in his taste in females and his taste in cities has already been drily remarked upon by several members of the British press).
Roman Polanski, in case you missed it, is an Oscar-winning movie director who drugged, raped and sodomized a 13-year-old child some 30 years ago, pled guilty to having unlawful sex with a minor and fled California before being sentenced.
He ended up in France, where apparently pedophilia and rape is OK if you're an "artist," and he was only recently arrested by Swiss authorities, who have ignored the fact that he has been living in his ski chalet on a part-time basis there for years.
He is also Polish and a source of national pride for the country, which clings on to whatever heroes it produces, tainted or not, even though they rarely choose to be associated with Poland and never actually go there.

Regardless and predictably, the Polanski arrest caused a big debate in the Polish media. "For" and "against" voices were published and broadcast ad nauseum and I believe Poland even officially stood up for its prodigal (but famous) son.
Ironically enough, this happened the same week that the country passed a law mandating chemical castration of pedophiles, one of the strictest of these sorts of laws to be passed in Europe. I guess no one saw the irony.
But then again, many people in Poland seem to have taken Polanski's words to heart and even things like roof tiles are advertised through large, screaming billboards featuring... you guessed it, young females (but they're holding roof tiles over their breasts).
This kind of dualistic approach is not confined to Polanski's homeland, whose position on this business, like that on most things, matters very little in the grand scheme of things.
We all supposedly condemn sex with minors and most of us, as parents/ aunts/ uncles, want our children to be safe and have a healthy attitude towards sexuality and relationships. Yet, the sex appeal of minors is widely accepted and somehow, in the name of art, is exulted.
If someone were to parade our 13-year-old daughters, scantily clad and done up to the nines, in front of a group of dirty old men to gawk up, we would be outraged.
Yet, what are fashion models? Child actresses? The Britney Spearses of the world?
Well, supposedly, they're art. Unfortunately, they quickly stop being art once they lose their fragile, youthful sex appeal and become fodder for the branches of the same money-making media who revel in publishing the disgraces of people who used to be hot. Maybe then it becomes a crime to rape them.
So back to Roman Polanski. I don't understand why there is even a debate here. He raped a child and then he fled his sentencing. These are grave and serious offences and he should have to pay.
If he was a plumber or an accountant, the Woody Allens of the world would certainly not be signing petitions to have him pardoned. That he should be excused because of his artistic contribution is defiling all that art stands for.
Art is not something we need to survive. Art is an expression of the depth of human dimension; it goes beyond base instinct and in doing so, elevates us above the animals.
Polanski's assertion that everyone wants to #*/% little girls brings us all right back down.

Author's note: Poland's child molesters may look forward to chemical castration upon sentencing. While castrating a pedophile does not erase aberrant sexual desires, it minimizes them. Should United States pederasts meet a similar fate?
Chemical Castration in Poland
In Poland it is now the law for child molesters to undergo chemical castration, if a judge so desires. This affects child molesters released from prison after serving time for raping a child younger than 15. Reuters reports that the Polish government sees castration of pedophiles as a means of ensuring public safety as well as the former convict's mental health. Although human rights groups are protesting this decision, Poland stands firm in its decision to deal with child molesters via chemical castration.
Sex Offenders in the United States
According to 1994 statistics published by the Bureau of Justice, there were 234,000 convicted sex offenders, of which 60% were actually released into their communities under supervision. The average age of child molesters' victims at that time was 13. By 1997, 5.3% of the 9,691 sex offenders that were let out of prison in 1994 in a total of 15 states were once again arrested for another sex crime. Of these rearrested criminals, about 40% did not even make it past the one year mark of remaining sex crime free. Among the 4,300 child molesters set free in 1994, 3.3% became repeat offenders within three years.
What is Chemical Castration?
In simplest terms, chemical castration entails the injection of a man with Depo Provera, which is a currently available progestin birth control injection offered to women. Its effectiveness lasts about three months, and it is considered reversible within three to 18 months. Chemically castrating a male would involve injecting this birth control device once every three months. The rationale behind this step, as is pointed out by a Bryn Mawr College student paper, is the reduction of testosterone in the male body, which in turn should decrease sexual urges in general and deviant sexual desires and the urgency to act on them in particular.
Is Chemical Castration Unconstitutional?
The Florida State University Law Review makes it clear that the ACLU is quite vociferous in its protest against chemically castrating sex offenders - or giving any form of medication to a convict - if it is designed to change a behavior. On the flipside, if convicts were offered an anti-androgen therapy in lieu of incarceration, the ACLU would agree to the ethical propriety of the treatment.
Is Chemical Castration Effective?
USA Today suggests that chemically castrating a child molester may work physically, but it does not deal with the psychiatric pathology. Moreover, there is the truism that even impotent men commit sex crimes; they just change their methods. [Truncated]

Late king of Pop Michael Jackson had a "chemical castration" drug to suppress his sexual urges towards under-age boys, if reports are to be believed.

A highly-respected doctor named Alimorad Farshchian claims that he prescribed the powerful drug Depo Provera, which is often given to sex offenders, to the 'Thriller' hitmaker to cool his sexual appetite.
Normally used for birth control, Depo Provera restricts men's flow of testosterone-producing brain hormones.
Farshchian's spokesman has confirmed that the doctor prescribed the drug to the singer.
"Yes, that's exactly it. He was trying to help Michael," the Mirror quoted him as saying.
Sources have revealed that Farshchian began prescribing Depo Provera to Jackson because he was concerned about the singer's attitude to young boys at his infamous Neverland sleepovers.
Ian Barkley, Jackson's official photographer between 2002-06, told the paper: "Dr. Farshchian was trying to help Michael. One treatment and concoction led to another. It was a slow progression to try to help Michael suppress some of his issues." [Truncated]
